His expertise embraces governance, strategic planning, investment planning, procurement strategy, contract management and control processes. In 2018, he took additional responsibility for managing the TFL Sponsor team during the response to the delays and cost overruns experienced at the time. Prior to joining Crossrail 2, Simon spent 10 years as an integral member of the Crossrail programme leadership team, initially as Head of Strategic and Business Planning, and later as Head of Commercial Services where he was responsible for the negotiation of complex, high-value commercial agreements. Simon is an advocate of the application of risk analysis to the development of project governance and commercial models, co-authoring the governance module of the Project Initiation Route Map, published by HM Treasury in 2014, and the Complementary Risk Module, published in 2016. He has previously chaired the UK Infrastructure Risk Group and in 2018 was a member of the steering board responsible for the Department for Transport’s Transport Infrastructure Efficiency Strategy. Prior to joining Crossrail, he worked on major infrastructure projects in the UK and overseas including High Speed 1 (HS1) and Hong Kong International Airport. Simon holds a BEng in Civil Engineering, is a Fellow of the Institution of Civil Engineers and member of the Association for Project Management.
