Scott Senior Email & Phone Number | Police Officer for 30 years in the Surrey Police and Devon and Cornwall Police retiring in 2003 as Chief Inspector Head of Force Custody and Identification.Immediately joined Plymouth City Council as an Emergency Planning Officer specialising in COMAH, REPPIR AND MACR and completing the first multi agency off-site emergency plans for two top tier COMAH sites at Cattedown ,the first REPPIR off-site plan for HMNB Devonport and the MACR off-site plan for Defence Munitions.I introduced and developed the Public Emergency Notification System around these sites which has developed over the years and is referenced in the Emergency Preparedness Guidance as a case study.Since becoming manager on 1 January 2007 I have been responsible for the delivery of Civil Protection for Plymouth City Council and have been able to specialise in Strategic Nuclear Emergency Planning at a National level .I have Chaired, and currently am a member of ,the Local Authority Working Group within the Department of Energy and Climate Change Governance of the Nuclear Emergency Planning Board.I am currently working with the MOD and HMNB Devonport on a number of REPPIR emergency planning projects of National importance.I have also lead the off-site planning for the 2007,2010 and 2013 Level 2 Exercises.I have specialised in the Civil Contingencies Act duty to Warn and Inform the Public having Chaired the LRF Sub Group since day one and am now the Devon,Cornwall and Isles of Scilly LRF capability lead. I am also a member of the National Steering Committee for Warning and Informing the Public (NSCWIP).I am also currently the Chair of the South Western Branch of the Emergency Planning Society.Police Security Vetted to accepted National Non-Police Personnel Standard +SC until 6/1/2020. I am available now for consultancy work.
