Several times in my career I was asked to head new offices that were created by senior management to start new activities, specifically the planning for the new American Embassy in Beijing and subsequently, the United States Diplomacy Center, which will be the home for a future museum of American diplomacy and a visitors center for the Department of State. In the Pan American Health Organization (PAHO), I headed administrative operations as a member of PAHO's executive management, and was at the forefront of efforts to make a more robust network of administrators of PAHO's 28 country offices, which resulted in unified approaches to business continuity and disaster preparedness. In 2011, I returned to the Department of State as a rehired annuitant and worked for several domestic offices, such as Foreign Assistance, the Bureau of Administration and the Bureau of Overseas Buildings Operations. There I developed a business case for new diplomatic and consular facilities in Russia. I also had several stints as a senior management inspector, on teams evaluating the Department of State's cyber security and international security and non-proliferation activities. I also served on a United Nations Board of Inquiry looking into the bombing of a UN facility in Africa and at the UN as a US delegate to a Strategicv Planning Committee. More recently I did overseas stints in Management at American Embassies in Belarus, Ukraine, Angola and Guinea.
