In this role Sarina spearheads the design and implementation of statewide Medicaid policies, waivers, and programs aimed at improving health outcomes and reducing preventable costs for Medicaid's most complex and high-cost enrollees including populations diagnosed with Serious Mental Illness, Substance Use Disorder, Intellectual/Developmental Disabilities, Physical Disabilities, Multiple Chronic Conditions, and the Justice Involved/Recently Incarcerated. Sarina's portfolio also includes oversight of New York's statewide Health Home program which coordinates medical, behavioral, and social care needs for approximately 180,000 high-cost Medicaid enrollees. In April 2019, Sarina joined Independence Care System (ICS) in launching New York’s first Health Home for people with physical disabilities. As the Director of Planning and Special Projects, Sarina led the design and implementation of key initiatives including growth strategies, quality improvement, and regulatory compliance. Prior to working in the Health Home arena, Sarina assisted in the design and development of a Fully Integrated Duals Advantage (FIDA) program, as well as various operational aspects of a Medicaid Managed Long Term Care (MLTC) product. Sarina managed a New York State Balancing Incentive Program (BIP) aimed at reducing avoidable hospitalizations by better training the direct care workforce. Sarina has also served as a direct services and policy advocate in the Legal Aid Society’s Health Law Unit. Sarina received a Master in Health Administration from Columbia University’s Mailman School of Public Health, and graduated cum laude with a BA from Columbia University.
