Luiz Barroso is a I have a BSc in Mathematics and a MSc and DSc degrees in Operations Research (optimization) with emphasis on power systems economics. I am the CEO of PSR Energy Consulting and Analytics. Before I was the CEO of EPE, the Brazilian Energy Research Company, that carries out planning studies on the Brazilian energy industry from July 2016 to April 2018 and I am also an Associate Researcher of the Institute for Technology Research (IIT) at Comillas University in Madrid, Spain. Previously I was the managing director of PSR, where I worked for 18 years and coordinated studies in over 30 countries in the Americas, Europe and Asia in the following areas: (i) energy economics and project valuation; (ii) risk management and physical/financial optimization in the power sector; (iii) integrated electricity-gas planning studies; (iv) energy auctions; (v) electricity and gas market design; and (vi) market studies and regulatory assessment for investors, investment banks and lenders on renewable energy integration, including energetic studies and market design. I also carry out research and development activities in the energy industry. I have authored 1 book and more than 200 technical papers in peer reviewed and local/international conferences on topics related to competitive energy markets. I chaired the Brazilian C5 committee of Cigré, am a Senior Member of the IEEE Power and Energy (PES) Society, was an editor of the IEEE Transactions on Smart Grids, am an editor of the IEEE Transactions on Power Systems, and am a member of the IEEE PES Distinguished Lecturer Program. I am the past chair of the IEEE Power Systems Operations, Planning and Economics Committee. I received in 2010 the IEEE PES Outstanding Young Engineer Award, which recognizes professional of up to 35 years for his outstanding contributions in the leadership of technical activities in the IEEE PES and other technical societies. I also lecture in the Florence School of Regulation. In 2020 I became an IEEE fellow for leadership in analytical methods for power system economics and regulation.
