Kayla KellySlatten Jd Cfm Email & Phone Number | Kayla has over thirteen years of environmental conservation experience, a large majority of which has focused on project management, nonprofit operations, community engagement, and policy implementation. As part of her legal thesis, Kayla studied the discrepancies between federal dam policies and environmental engineering best practices, presenting her research at the 2018 international Earth System Governance conference in the Netherlands. Additionally, she co-authored a flood mitigation report, which analyzed the economic, socioeconomic, and environmental implications of federal flood legislation in rural communities, emphasizing the National Flood Insurance Program and mitigation measures. As an environmental floodplain specialist for FEMA, Kayla conducted compliance reviews on federal disaster recovery projects, advising communities on best practices under the Endangered Species Act, the National Environmental Policy Act, and the Clean Water Act, among others. As Director of Operations for the Conservation Corps of Long Beach, Kayla authored and implemented various grant programs and developed an internal operations system across three offices. With Kearns & West, she worked on a host of projects for federal, state, and local partners that focused on land management, water resources, community planning, and risk communications. She has experience researching and presenting on technical subjects, as well as facilitating dialogue among diverse stakeholders within a complex subject matter. Kayla holds her Bachelor of Science in Environmental Sciences from California State University, Fresno and a Juris Doctor from the Pennsylvania State University Dickinson School of Law. She recently received her certificate in CEQA Practice from the University of California, San Diego. She is a Certified Floodplain Manager and holds active memberships in the national and state floodplain management organizations. Currently, Kayla is the Vice Chair of the Floodplain Management Association (FMA) Emerging Professionals Committee and sits as a Director on the FMA Board.
