Joe Lee is a I have worked in the Corruption Prevention Department (CPD) of the ICAC for 29 years, reached the post of Director of Corruption Prevention in 2019. and retired from this position in Dec 2023. As Director of Corruption PreventionI, I was a member of the "C-suite" of the ICAC which steers and leads the ICAC. I steered and managed the CPD to conduct anti-corruption/fraud and integrity audits in the public sector, provide corruption/fraud risk and integrity management advisory and training services to the business sector entities and publish detailed guides on such for various industries. Over the last decade, I have led and driven major transformation of the CPD's work strategies and services, including expanding and developing new services for the business sector, producing guides for various industries, and developing collaboration with regulators to set and promulgate codes/standards on integrity management anti-corruption system for their respective industries, such as HKEx's requirement and guide on anti-corruption system under ESG for listed entities and HKMA's code on corruption prevention for banks.
