Most of my career in development has been with or through the Department for International Development (DFID) of the UK Government. Latterly this has been as a DFID Senior Education Adviser. During this tenure I undertook a 3-year secondment to the World Bank as a Senior Education Specialist. I have also worked with UNESCO, UNICEF, the Asian Development Bank, the Aga Khan Foundation, the Netherlands Government, and the New Zealand Aid Programme; also the Universities of London, Bristol and Exeter in the UK. Since becoming a freelance consultant in 2006, I have worked mostly for the Australian government (AusAID, subsequently the Department of Foreign Affairs and Trade). Areas of Expertise • Education policy and strategic planning advice. Focus areas include sector wide approaches, programme design, institutional and organisational strengthening, teacher education and professional development, teacher management, contextualized curriculum design and development, and system monitoring and evaluation • The education reform cycle, with a strong interest in monitoring, review and evaluation of programme implementation • Specialist expertise in primary education – equity and access, enhancing literacy and numeracy outcomes, curriculum and student assessment, teacher development and support systems (including mentoring and school cluster models), establishing Minimum Service Standards, language policy and practice, and the transition from early childhood education.
