that all operational safety risks are identified and appropriate measures are taken to manage risks to ensure the safety of all MaSa employees, • Direct the development and implementation of quality and environmental management systems •. • Participate Heavily in the formation and startup of Marafiq Joint Venture with French Company (SAUR International) as a new O&M strategy to move the business from highly dependent on contractors to an owned O&M JV company for the objective to improve customer satisfaction, optimize the O&M cost , improve O&M performance and Ensuring the Know How transfer. • Continuously review the scope for improvement in Marafiq-Saur Joint Venture project management processes and project performance, drawing out lessons learned and recommending changes where necessary, ensuring motivation and a drive for excellence are built in the project management and delivery. • Help develop the strategic program of Marafiq, provide advice to the Vice President and other members of his team to ensure that Economic Value Added is optimized. • Define and document the project scope, project targets/objectives to translate desired business benefits into clear and achievable project objectives. • Contribute in the tender preparation, bid evaluation and contract award processes in accordance with Marafiq's policies to ensure corporate objectives are met. • Contribute in the pre-qualification process based on bidders' technical, financial, commercial and experience & to evaluate bidders through one platform to assign an overall technical score. • Commission and operate project in coordination with Operations to ensure that contractual terms are met. • Direct the development and oversee the implementation of operational policies, procedures and controls covering all areas of Projects & Designing activity so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service to customers. • Ensure compliance to all relevant safety, quality and environmental management policies and procedures .• Ensure and Control that all Heavy and Support Industrial Customers are provided with a sufficient Sea Water Cooling that meet their expectation in reliable and efficient operations •Develop, lead and monitor the execution of the seawater cooling production plan to ensure the maximum utilization of the facility and its auxiliaries in the most efficient and cost effective manner. •Coordinate with the maintenance section for the approval of any major shut down or preventive maintenance of major equipment that may result in a drop in production or hinders operations flow. • • Review technical specifications of new projects, coordinate with consultants and contractors all project activities and supervise commissioning. • Respond immediately to emergencies, including fires, to mitigate and rescue Plant equipment and/or personnel during emergency situations. • Ensure the effective achievement of water production departmental objectives through the leadership of the seawater cooling section – setting individual objectives, managing performance, developing and motivating staff, provision of formal and informal feedback and appraisal – in order to maximize subordinate and the performance of the section. • Monitor the financial performance of the seawater cooling section against budgets so that areas of unsatisfactory performance are identified and rectified promptly and potential performance improvement opportunities are capitalized upon. • Recommend improvements to departmental policy and direct the implementation of procedures, controls and protection testing covering all areas of seawater cooling activity so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service to customers. • Ensure compliance to all relevant safety, quality and environmental management procedures and controls. • Ensure all Call Centre activities are managed and controlled as per pre-determined Call Centre objectives and all queries of customers are closed within the determined lead times in order to meet or exceed Marafiq 's customer satisfaction objectives and service standards. • Ensure reliability of service to customers, in terms of uninterrupted supply and quality of service, in order to meet customer expectations. • Direct and control co-ordination with internal functions on behalf of customers, and in exceptional cases directly co-ordinate with functions, in order to ensure seamless, end-to-end resolution of customer issues. • Ensure that response to customers is provided and deviations are controlled to comply with Connection & Service Agreements. Provide directions for the resolution of conflicting issues. • Control and manage the metering & billing process to ensure timely and accurate billing, in line with KPI timescales and company policy. • Direct and control the revenue collection process to ensure prompt collections to minimize the impact on the organization's cash flow. • Manage and minimize delays in collection through a structured collection program and by direct interactions with customers, government departments, as needed. • Lead and manage requests from new customers ensuring timely planning and co-ordination between customers and internal functions to provide connections to new customers, which meet their needs and expectations. • Manage ongoing Customer Relationships with key customers and build strong relationships with customers in general to deliver increased customer satisfaction and consequentially ensure repeat business and positive referral for Marafiq. • Ensure the effective achievement of Customer Service functional objectives through the leadership of the department –. • Ensure that required seawater pumping and production of sodium hypochlorite are met according to the requirements of the customer. • Follow up any problems that cause the operating equipment to malfunction and reduce efficiency. Coordinate the matter with operation engineer and engineering department to solve the problem. • Carry out periodic inspection of the operational equipment and generate a report of all potential problems affecting the production and recommend corrective actions. • Coordinate with Shift Engineers the Isolation and De-Isolation of major Equipment while ensuring that proper procedures are implemented in order to avoid adverse impact to production efficiency. • Coordinate with Operation Engineer, Planning Control and different maintenance disciplines to ensure that all works related to affect production is within the scheduled shutdown period. • Conduct periodic process assessment of the plant and generate report of potential problems where major improvement is necessary, especially in the chlorination plant. • Ensure that that product quality is meet according to prescribed parameters and standards.
