A native of Seattle, Washington, Fraser speaks and reads Mandarin Chinese. He received his B.A. degree from Pomona College in 1988. He received his J.D. degree from the University of Washington School of Law in 1994, where he was a Managing Editor of the Pacific Rim Law & Policy Journal. He concurrently received an M.A. in International Studies (China) from the University of Washington School of International Studies. During 1992 and 1993 he spent six months at National Taiwan University conducting graduate research in land and constitutional reform. He received an LL.M. in Taxation from New York University School of Law in 1996.
