Frances AsheGoins Email & Phone Number | With more than 25 years of demonstrated senior level leadership and management experience, as the Deputy Director for OWH, I was responsible for all aspects of the programmatic and administrative operations of OWH and its personnel with specific responsibility for directing the day-to-day management of the office. For more than 16 months, I was appointed as the Acting Director for the US DHHS Office on Women Health. As a strategic, action oriented leader, I identified health gaps and initiated steps to close those gaps in OWH. I created national programs and related polices for HIV/AIDS program, violence against women, minority women’s health, young women health lupus, human trafficking organ and tissue donation to advance the health of women and girls. I developed these programs in response to the need for more extensive activities as reflected by evaluation reports and corresponding policy changes. One such policy outcome was the development of the first Department of Health and Humans Services (HHS) workplace policy on domestic violence. Recognized for my expertise and diligence, I have been appointed to several high profile committees in the White House and HHS, including the first ever White House Working Group on the Intersection of HIV/AIDS, Violence against Women and Gender Health Disparities. I developed the first ever National Women and Girls HIV/AIDS Awareness Day. Regarding my lupus efforts, in addition to the development of national and local lupus educational programs, I worked with the Ad Council to create the award winning National Lupus Awareness Program. Human Trafficking is a major issue and I ensured that the health related aspects were incorporated in federal programs leading to the development of the National Taskforce and creation of a curriculum for health care providers.
