As Chairman, I had conducted HAZOP studies to the basic & detail engineering of a Methanol Plant with the participation of the licensor Mitsubishi Heavy Industry, both studies conducted in Japan; also conducted the HAZOP study to the Project of Expansion Capacity to the Linear High Density Polyethylene Plant in Venezuela, and also participated as member of the HAZOP team for the projects of Polyvinyl Chloride Plant in Germany. In the operational area of HSE, I was responsible for the implementation of the Process Safety Management System (PSM) and the Behavior Based Safety Program, both for a Petrochemical Complex. As a Consultant, I have performed several Quantitative Risk Assessments (QRA) on equipments and production units. Likewise, I was member of the Risk Assessment Team for developing the new layout of a Asphalt Plant located in Venezuela. In the area of Engineering & Construction (EPIC) in Black Cat Company Qatar, as the HSEQ Manager, I reoriented the OH & S Management System to be focused on the people and the vision of mutual accountability for the safety results and the active participation of management and workers as a partnership relation.
