He is also Principal of INTAAL, an international network that is a resource for governments, governing boards and senior administrations in colleges and universities. (Website - www.intaal.com.) Born in Vancouver, Dr. Baker earned an Honours BA in History and International Studies at the University of British Columbia and an AM and PhD at Stanford University. Since then he has worked in Canadian, American, and Middle Eastern universities. He has filled most academic administrative roles as department chair, dean, academic vice president in Canadian universities and as president of a college evolving into a university. He was the founding executive director of the secretariat for the Post-Secondary Education Quality Assessment Board in Ontario, Canada. In that capacity, he initiated quality assurance frameworks for adult and higher education in Ontario and degree-level education in Canada. In addition to teaching in the US and Canada, Dr. Baker has served as a senior administrator and management consultant in Canadian higher education and in management and consulting roles in Gulf universities, including serving as: (a) Dean and Vice Provost for Undergraduate Education, UAE University (2006-12), (b) adviser to the President of Qatar University (2012-16), and (c) Executive Dean, Virginia Commonwealth University in Qatar. (2017-19). He has undertaken consulting projects in Qatar, Saudi Arabia, Jordan, Bahrain and UAE. He was a reviewer of the UAE's Qualifications Framework and Authority and of the National Qualifications Authority of Ireland. Dr. Baker's recent publications include: Donald N. He has completed a revised and enlarged draft of his history of QU (in press) and is drafting reflections on his experience of higher education in the Gulf.
