  David Tournay is a I'm a skills, development and qualification design specialist with experience of working with private and public organisations. My work ranges from the design and development of training programmes and qualifications through to bid writing, training needs analysis and and the planning of skills strategies at a national level. I currently the part time role as Secretary for the Maritime Skills Alliance (MSA) and Commissioner on the Maritime Skills Commission for the Department for Transport. In these roles I act as a conduit and advocate for developing and supporting skills development policy and activity across the UK maritime sectors; from tug boats to superyachts. Its great! I still work as a freelance consultant for the rest of my time. Over the past 6 years, a great deal of my work has focused on the design and implementation of 'Trailblazer Apprenticeships'. This includes working with employer groups to develop apprenticeships for the marine, food manufacturing, aviation, outdoor learning, management and jewellery manufacturing sectors. I have also designed and assisted with the development of end point assessment plans and the organisations who deliver them. Recent clients have included significant projects for: Exploring approaches for British Airways to develop its capacity to deliver apprenticeships in-house Development of trailblazer apprenticeship frameworks on behalf of the British Marine Federation and the Chartered Management Institute and the Institute of Outdoor Learning Civil Aviation Authority International - TNA and training planning for Civil Aviation Authorities in Malaysia, Sudan and Kuwait. Saudi Skills Standards - developing new qualifications for the hospitality and tourism sectors in Saudi Arabia Goldsmiths Hall - design of apprenticeship programme and associated learning and assessment material Supreme Education Council Qatar - strategic analysis of future skills requirements for Qatar. Development of project plan to establish new agencies to support new national qualifications framework SQA - 2 year project in Croatia (2010-2012) developing new methods for occupational standards, qualification design and curriculum development across all industry sectors. Specific skills sets include: - Research and design of skills needs and training needs analysis - Design and development of qualifications and assessment mechanisms - Design of training programmes to meet qualification requirements - Research, development and writing of funding bids for EU, HLF and skills orientated projects 3.5 million to date
