He is Chartered through the Chartered Institute of Logistics and Transport. He is currently leading a programme of operational activities for Ramsgate tunnel (on behalf of Kent County Council) focussed on reviewing operational and emergency management plans, developing new Minimum Operating Requirements (MOR) and new control room operational procedures. Alongside this he is work package lead for the development of a tunnel hazard log which will help enhance the standardisation of safety risk assessment for tunnels on the Strategic Road Network (SRN) for National Highways. He has experience in tunnel operational health checks, having led the completion of a series of operational safety health checks for Roundhill and Southwick road tunnels. The health checks evaluated the current performance of the tunnels, focussing on their compliance with operational statutes and standard requirements, delivery of the MOR, operational safety of the tunnel including approach to managing incidents and assessing/ managing operational risk. Previously David led the review of the Medway tunnel emergency plan, facilitated tabletop exercises with emergency services and operational stakeholders, whilst also developing the first MOR for the tunnel. He was also Control Room referee for the 2023 Live Emergency Exercise at Medway tunnel. He has co-authored Road Tunnel Safety papers, accepted for both the ITS World Congress, Singapore 2019 and ITS European Congress, Eindhoven 2019, and had his abstract accepted for the 2022 PIARC Road Tunnel Operations and Safety Conference, Grenada, Spain. Between 2017- 22 he was part of the Technical Partner team, providing National Highways with specialist operations and safety advice on the development of the A303 Amesbury to Berwick Down (Stonehenge tunnel) through PCF Stage 3. Between 2011 and 2015, he fulfilled a long term secondment role within Main Roads Western Australia in Perth and led the core operational development activities for both the Managed Freeways (MF) Pilot and All Lane Running projects, whilst being responsible for producing the Main Roads Concept of Operations (ConOps) standards for these two leading Managed Freeways initiatives in Western Australia (WA).
