As tax lawyer at SARS, I developed a keen interest in tackling significant tax disputes and constitutional challenges. This continued after my appointment as Senior Manager of the Revenue Litigation section. My appointment as Senior Specialist: Legislative Research and Development expanded my horizons to high level tax policy and legal guidance, including facilitating legal and operational alignment in support of the modernisation of SARS. I am currently the team leader of the legislative drafting unit responsible for the research and development of tax administration laws, including secondary legislation such as the Dispute Resolution Rules. I am the lead drafter of the Tax Administration Act and annual Tax Administration Laws Amendment Acts. In this context, one of my core goals is to achieve a balance between tax powers and taxpayer rights. I also provide legal assistance in complicated and significant audits, assessments, dispute resolution and litigation. On the international front, I represented SA and presented at a Multinational Dispute Resolution Event in 2013 in Sydney and at the Tax Administration for the 21st Century conference in 2014 in Wellington. In the field of international tax law, I am currently responsible for the drafting and development of legislative frameworks for and implementation of international tax agreements and standards, including automatic exchange of information (AEOI) under FATCA, the Common Reporting Standard and Country-by-Country Reporting on transfer pricing. For this purpose I am a nominated representative since 2015 at the OECD GFTEI (including the AEOI Group and WP10) and the FTA Offshore Compliance meetings . I am also a member of the GFTEI Panel of Experts on CRS Confidentiality Review and the SA Inter-Departmental Committee on Beneficial Ownership Transparency.
