Brooke Yeager McSwain is an experienced leader in Digital Health policy at the state and federal levels, and a passionate advocate for the safe, effective, and evidence-based integration of technology into healthcare services. As the Digital Health and Public Health Infrastructure Senior National Policy Research Analyst at the American Heart Association, she works closely with a variety of state and federal policy and regulatory stakeholders to develop evidence-based, impactful approaches to policy development. She has an extensive history leading telehealth and virtual care initiatives at the local, state, and national levels, and since 2017 she has worked as the Health Policy Lead for the SPROUT National Telehealth Research Collaborative on health policy issues including telehealth research and adoption. In April 2019, SPROUT was awarded a five-year, 3.6 million NIH grant from NCATS to create a broadly applicable framework for strategic telehealth research across the country and internationally. She served as the HIMSS Foundation Policy Fellow from 2019 - 2021, with a focus on national and global information technology policy, connected health policy, data privacy policy, and leadership in government affairs, and is the co Vice-chair of the HIMSS Public Policy Committee. Ms. McSwain has over twenty years of experience as a healthcare provider, working primarily with cardiopulmonary and transplant patient populations, and credits her passion for advancing effective and safe healthcare policy to her clinical career and her patient advocacy work. Her Master's thesis at Johns Hopkins University; "The Policy Follows: A New Theory for Developing a Value-Based, Post-Pandemic Healthcare System in the U.S.", focused on shifting from a fee-for service model to a value based care model, utilizing a combination of translational science, evidence-based policymaking, and strategic political communications.
